Mapping Open Educational Resources

Mapping the landscape of OER initiatives, fostering stakeholder dialog, and ideating and evaluating new solutions to further develop the field.
Mapping OER (Open Educational Resources) was an 11-month project IXDS carried out with Wikimedia Deutschland e.V. It was designed to find ways to support and grow the OER community, how to strengthen future approaches and political decisions, as well as ways to act upon the numerous OER initiatives from a strategic point of view. 

Together with Wikimedia Foundation’s branch in Germany, we brought together stakeholders from different education areas and levels to map and evaluate the current OER landscape and its future. We identified trends, possible business models and new possibilities.

This was the first time Wikimedia worked with a professional agency in this field, and decided to go down this path in order to facilitate a productive and output oriented workshop series which could lead to the creation of something tangible. Four workshops were held with stakeholders to further brainstorm ideas (the topics of the workshops were: qualitymanagement, qualification models, business models, and legal security and licenses), as well as a conference in January 2016, where over 200 representatives from academia, the corporate sector, activists and students came together to discuss and outline an OER framework.


The “open” approach to the conference and workshops led to an active dialog among the participants. It brought an enthusiastic and imaginative exchange of ideas from all stakeholders with tangible results. The setting of a larger conference is a new and exciting field for IXDS which brought valuable learnings.

In the end, concrete plans were made for future projects, ways to expand the topic and build on the broad commitment of all different players in the field.

A framework was created and outlined in the publication Praxisrahmens für Open Educational Resources (OER) in Deutschland, which can be downloaded here. The workshops were a crucial factor, enabling the Praxisrahmen OER to be drafted – it gives an overview of initiatives and potentials of OER for political decision makers.
